You can purchase a Tome of Town Portal from one of the Act town's magic vendors.Note that you can't transmute them in any other part of the game, you must be inside of the Rogue Encampment for the portal to appear.Doing this will open a red portal back in Rogue Encampment, the starting town in Act I.
You can unlock the Secret Cow Level by transmuting a Tome of Town Portal and Wirt's Leg in the Horadric Cube. The Secret Cow Level, also known as the Moo Moo Farm, is part of an Easter Egg quest included by Blizzard based on Diablo I's old cow level rumors.
